With Stranger Things Season 4 Volume 1 having released recently, a lot of answers and questions were given by the end. There's enough known that viewers can guess at what the second half of the season will bring. Though there are enough questions left unanswered that it might take until Season 5 to get all the answers.
The mystery of who and what Vecna is has been answered. We know his origins and motivations. But there are some things still left unanswered about him. It might not be nothing but I feel that Miss Kelly has more to do with Vecna than has been apparent so far.
Vecna Does Form Connections
A character like Vecna can't be understood if you look at him like any other person. His morals and emotions are a highly twisted affair. So to make sense of them and find an emotion like pity, you have to see purely from his point of view. You can't compare your emotions to how a character like Vecna experiences the world.
Vecna was able to form connections while he was still human. He didn't have friends before being experimented on but he found a great connection to black widow spiders and even deified them. In his mind they culled the weak so that the strong could survive. This connection of kinship was formed because Vecna saw himself as a spider that was meant to eradicate the 'weak' humans.
After Vecna had been experimented on and his powers taken away, he was able to form a relationship with Eleven. He didn't have to give her advice on using her powers. He didn't have to be the only kind voice she heard. Sure he had ulterior motives, but he cared for El in his own way.
When El gave him his powers back, he could have killed her. As Vecna slaughtered all the other children it isn't like he has something against killing a girl as young as El. Yet instead of killing her he both asks her to hide so she won't have to witness the slaughter first hand and then invites her to share a demented reign with him.
So it isn't impossible to think that Vecna would connect with someone even after being trapped in the Upside Down.
Miss Kelly Became Dissatisfied with her Job
I do commissions which means I have to deal with people sometimes on a daily basis. Most of the time the people I work with are nice and there aren't any problems that can't be easily resolved. Other times...well...I see the worst of people. People who are just...yeah...the worst of the worst. But at least I only work on commissions while Miss Kelly has to deal with the mental health of kids.
As a guidance counselor it is easy to see Miss Kelly starting to feel that her job was more than useless. While she might have begun working with pity for others in her heart, that could have slightly started to change. She could have become more and more frustrated with the students.
So when Vecna approaches Miss Kelly, she is in just the right mindset to be manipulated by the monster. He thinks that people are worthless and Miss Kelly thinks that there is no saving anyone. Now the only problem with this is why he would need anyone.
One reason is that the medication makes it slightly easier for Vecna to kill his victims. He's powerful but he does have his limits. If his goal is to destroy the world he'd most likely want to conserve his energy for more important fights.
Now this isn't to say that Miss Kelly is as ruthless as Vecna. While I see him as utterly hating humanity, I see a slightly kinder side to Miss Kelly. Maybe she thinks that people can remove his curse if they finally accept their trauma and rise above it. So, therefore, being a victim of Vecna would be the ultimate therapy.
Vecna is Using Miss Kelly as a Puppet
Another way to look at this theory is that Miss Kelly isn't actually in control of her actions. This would remove any need to think of a reason for her to team up with Vecna or why the powerful man would need an ally.
In this scenario Vecna needs Miss Kelly's body as a vessel so that he can interact with the world outside of the Upside Down. What body could be more than tempting than one that would easily allow him access to his victims? It would also allow him to create a bond of trust with those in Hawkins so that no one would guess his true intentions.
Would you have ever guessed that your guidance counselor was just a vessel for an evil entity?
Since Vecna wouldn't need Miss Kelly to be conscious for this scenario, she might not have freedom anymore. It would probably harm his plans if he allowed her to think. Unless he modeled his performance while using her after her. In which case she would carry on as if nothing was going on. As no one would be able to see anything different about the guidance counselor.
Or Vecna would leave her unconscious whenever he didn't need her. As Miss Kelly seems healthy and well groomed, it's clear that he takes care of her body on a regular basis.
