Ever since Rick's group has arrived in Alexandria, they have had to try and adjust. The idyllic little town is an oasis of the world before the walkers. A little piece of land where the residents can pretend that nothing has changed and the old world rules could still apply.
The leader of the town, Deanna, didn't want the old rules to change when Rick mentioned something had to be done about Pete. Pete is the town's only surgeon so Deanna had a reason to let him stay, even though Pete physically abused his wife.
The end of the episode "Try" didn't have Deanna any more convinced for Rick's side of the argument. I don't blame her since when a guy starts pointing a gun at people your first thought aren't to let him stay. The Season 5 Finale ("Conquer") spent the majority of Deanna's storyline deciding what to do with Rick.
It isn't until the last few moments of "Conquer" that Deanna changes her mind. But I don't believe it's because of any deep thoughts of how the world has changed, but how she wants to seek revenge for her husband. Pete came into the meeting yelling and when Deanna's husband tried to calm him down, the abuser slits the architects throat.
Rick is all too happy to comply with her orders which finally allow him to kill Pete. So we have until next Season to see if Deanna regrets her decision to have Rick kill Pete. I think that once she calms down she'll start to think about what happened as her decision was made in the moment.
